Where Is My Rebate Check?

If you moved recently, here's how to make sure your money arrives at your new address.

As the government begins to dump 88 million tax rebate checks in the mail today, there's growing anxiety among taxpayers who have moved since they filed their 2007 returns.

Will their economic stimulus payments be forwarded to their new addresses? Or will the checks, as Elvis sang so famously, be returned to sender, address unknown? How can they help jump start the economy if the money winds up back at the U.S. Treasury?

How to Make Your Tax Rebate Go Further

With millions of Americans moving each month (more than 40 million change of address forms were filed with the U.S. Postal Service last year), this is no small matter. And there's plenty of chatter filled with misinformation on the Web. "Experts" are happy to warn that rebate checks will not be forwarded to new addresses. Worries are further fanned by some state revenue department Web sites that warn that state tax refunds will not be forwarded.

The facts on forwarding

Rest assured: If you moved -- and filed a change of address form with the postal service -- your rebate check should find its way to your mailbox.

We say should because no system is perfect, and for this one to work, you must file the form in time for the change to be on the National Change of Address (NCOA) registry before the IRS mails your check. (See the table at the end of this story for the timetable for mailing checks. It's based on the last two digits of your Social Security number.)

The IRS says that if your name is on the NCOA two weeks before the agency cuts your rebate check (and the name and address match exactly), then it's likely your address will be updated in the IRS files and your rebate will be sent to the new address.

If your name gets on the list after the check is mailed, the Postal Service says it will redirect your rebate to the new address. A Postal Service spokeswoman says forwarding should work even if the name on the check does not precisely match the name on the NCOA.

The key for forwarding is the address. That is, if the change of address form requests that mail addressed to Mary Smith, 161 Main Street, Anytown, Kansas, should go to 100 State Street, Anytown, Oklahoma, then a rebate addressed to John Smith at the Kansas address will be delivered to the Oklahoma address.

Finding a lost rebate

This is the same system used for federal tax refunds and, still, more than 100,000 are returned to the IRS each year as undeliverable. Although that's a tiny percentage of the 100 million tax refunds, an IRS spokesman notes that "if one of the undelivered checks is yours, it's one too many."

Sometimes checks are returned to the IRS because the taxpayer has moved without leaving a forwarding address. Sometimes it's because of an error made when transcribing the address from the tax return.

When refunds boomerang, the IRS again checks the NCOA list to try to connect taxpayers with their money. The same effort will be made to put wayward rebates in taxpayers' pockets.

If you have moved since you filed your 2007 return, be sure to file a change of address form with the post office. If you're a belts-and-suspenders type, you can also file a Form 8822, the IRS's official change of address form. (That should be unnecessary if you file with the Postal Service, but ...)

If you haven't received your rebate within a week of the time it was supposed to have been mailed, check the IRS's Where's My Stimulus Payment tool. To know when your rebate is supposed to be dropped in the mail, check this table.

Although the IRS plans to start mailing checks May 9 -- a week ahead of the original schedule -- the agency says it's sticking with the schedule shown here. You might want to check the IRS tool a week or so early, though, to see if your check is on the way.

What if, despite your best efforts, your rebate doesn't make it to your mailbox? Thankfully, not all is lost. You'll get your money when you file your 2008 return next Spring. Remember, the rebate is really a prepayment of a tax credit on 2008 returns. Taxpayers who don't get their money this year will collect next spring.

The check is in the mail

The IRS began mailing tax stimulus checks on May 9 to taxpayers who filed 2007 returns and did not have their refund (if any) directly deposited into a bank account. The schedule for payments is based on the last two digits of a taxpayer's Social Security number. If you filed a joint return, the last two digits of the first number shown on your form are what matter.

A few days before the date shown here for your rebate, you may want to check the IRS Where's My Stimulus Payment tool to see if the check is in the mail. To know how big of a check to expect, use our tax rebate calculator.

WHEN TO EXPECT YOUR CHECK

I had my return directly deposited in my account and it was supposed to be here on May 2nd. For some reason I have not recieved anything. I am totally elligible for this rebate...I am confused!

Posted by: Helen at 05/09/2008 02:55:42 PM

How is it that my stepson's last 2 digits are 17 and my sister's 23 and irs said that they would receive a check next Friday. Is the IRS really going by social security numbers or what? I am 24 and they have no information listed for me...

Posted by: kay at 05/09/2008 04:45:22 PM

They can send my rebate check directly to Exxon. That is where it will wind up anyhow.

Posted by: mariah at 05/11/2008 11:43:39 PM

only if you filed through the IRS website directly and chose direct deposit will you get your rebate direct deposit, they should make this more clear to people.

Posted by: Pete at 05/12/2008 06:15:30 AM

The chart says I was supposed to have had my deposit this past Friday. Not there. Am I surprised at the delay? Not a bit! This is the government we're talking about. It'll get here when it gets here...

...As long as you didn't have your filing costs or fees deducted from your refund (you paid them up front), and as long as you didn't get a 'refund anticipation loan' like the ones from H&R Block, you will still get direct deposit (provided you had your refund direct deposited.) I filed through TaxAct (as I do every year), paid my filing fees with a credit card, and had my refund direct deposited. My tax rebate was deposited Saturday the 10th. (Probably on the 9th, but my bank account didn't show it until the 10th.)

Posted by: Julia at 05/12/2008 11:38:55 PM

Why aren't dependents getting the rebate??...

Posted by: macy at 05/13/2008 01:13:53 PM

...untrue that you had to file a return directly through the irs or its website. I filed through a tax preparer with e-file priviliges and chose direct deposit. My rebate check was in my account the morning of May 2nd.

Posted by: Ryan at 05/13/2008 03:30:33 PM

...How can I stimulate the economy (pay credit card off) when the check isn't there?

Posted by: kendra at 05/14/2008 09:27:28 AM

so if we did do the refund anticipation loan will it be sent to us in the mail instead of direct deposited?

Posted by: Sherry at 05/14/2008 10:01:54 AM

My rebate came today but the amount is incorrect. I received $1500 and should have received $1800. Who do I contact?

Posted by: Ann at 05/14/2008 02:07:30 PM

I should have gotten direct deposit on the 9th as irs.gov said NO LATER THAN MAY 9th, but yet, I still don't have it and don't know why...

Posted by: Julie at 05/14/2008 02:07:51 PM

the person who claims the dependant will receive 300 dollars per dependent

Posted by: RALPH at 05/14/2008 02:10:54 PM

Our dollar is at record low. Our economy doesn't looks good. The 2 wars are draining our money. It is just another IOU to pay the skyrocket energy bills.

Posted by: Deanna at 05/14/2008 02:12:21 PM

I filed my returns online through one of the IRS links (check). I used direct deposit for my refund (check). Based upon the IRS's schedule, my money should have been there last week (Blank). I used the "Stimulus" calculator to see how much to expect, and it said they could not find my information. What...is going on?...

Posted by: vicki at 05/14/2008 02:23:52 PM

...I'll only believe it when I have a real check in my hands, if we ever do.

Posted by: john at 05/14/2008 02:31:42 PM

I went thru h&r block and opted for d.d. but because it went into hrb bank and then was TRANSFERRED into my account, I have to wait for a paper check. Also, if you owe for any previous tax years, what you owe will be deducted from the stimulus check....

Posted by: vivian at 05/14/2008 02:32:02 PM

since my accountant e-filed my taxes will my rebate be direct deposit? If so,does this mean it comes sooner than the chart with mailing dates?

Posted by: kee at 05/14/2008 02:38:38 PM

Dependents don't get the rebates because mainly you are a dependent on someone else's taxes. So, much the same way you don't get a refund back in the normal setting unless the person who's taxes your on gives you a part of it, the same applies in this scenario. Whoever's taxes you were on as a dependent is who you would get the money from IF they are kind enough, since there's really no law saying they have to give it to you...

Posted by: angie at 05/14/2008 02:57:04 PM

I filed direct deposit and still have not received any notification about when to receive anything. I've tried calling and the line is constantly busy and you can't get thru to talk with someone in person...

Posted by: ANNIE at 05/14/2008 03:07:16 PM

Still waiting for our stimilus check. Hubby and I both draw SS and he also gets a small pension, he is 64yr I am 57 yr. I do our taxes myself online, used a Tax service recommended by IRS website. I used credit card to pay filing fees and we use Direct Deposit for any refund we may get. According to all info released about the Rebate Stimulus check we qualify. But as of today, May 14th we still do not have a stimulus check. Yet our youngest child who is 22yr and still lives at home got his stimulus check over a week ago. I also do his taxes online and he uses Direct Deposit also. Nothing the government does ever makes sense.

Posted by: pam at 05/14/2008 03:10:20 PM

what if I had to pay the IRS this year/ when will those checks be coming?

Posted by: Rene Payzant at 05/14/2008 03:34:02 PM

I dont understand why the payment is going to be mailed just because you had fees deducted from the refund but had your taxes direct deposited. I was never told this and was expecting my payment May 9th. now I have to wait til June 6th. Its not fair at all.

Posted by: Kristin at 05/14/2008 03:38:40 PM

If my boyfriends tax returns go directly to his ex-wife does that mean this check will go to her too? And if it doesn't since he owed $ this year will the IRS take it out of that check?

Posted by: CANDY at 05/14/2008 04:07:47 PM

So I get mine on July 4th. A holiday. So when can I really expect it?...

Posted by: Walter G. at 05/14/2008 04:12:32 PM

What would the timeline be for a direct deposit? I'm one of the last ones to receive it by mail but I setup direct deposit for my refund.

Posted by: Sally at 05/14/2008 04:25:06 PM

I know others who, like me, filed through an online tax sercvice. I have found that many of them had the fee deducted from their return and have ALREADY received their rebate thru direct deposit. I, on the other hand, am one of the unlucky broke few who have not. It looks like I have to wait for the darn "checks in the mail" system to kick in...Next time, they should go in order of filing date.

Posted by: PIERRE VILLENEUVE at 05/14/2008 04:26:15 PM

I CAN'T FIGURE THE DATE AND AMOUNT WHEN IT WILL BE SENT ?

Posted by: Rob at 05/14/2008 04:28:09 PM

The IRS is so messed up! Am I seeing that because I did my taxes using the Tax Cut software, filed electronically, and had my return direct deposited, the government looks at my tax return as not being filled electronically??...

Posted by: Ed at 05/14/2008 04:34:40 PM

...IRS now tells me to expect a paper check in June...This does not make sense as those who were direct depositers were to receive their rebates before mail filers who are to receive their paper checks in June and July...

Posted by: Tiffany at 05/14/2008 08:19:33 PM

if you owe they will take it out of your stimulus check but you will get a notice saying this is how much you owe and it needs to be paid by this date. if it is not paid by that date they will take it out of your refund but they will go back to april 16th, add interest and penalty charges until it is paid off and then what ever is left from your stimulus will be sent to you. I spent 45 minutes on the phone with the IRS the other day.

Posted by: Peggie at 05/14/2008 08:34:27 PM

Don`t forget if your (individual) gross income was greater than 75,000.00 for the year 2007, you will not be eligible for the rebate.

Posted by: Phill at 05/14/2008 08:34:54 PM

And why is it so important for the stimulus checks to be mailed in a social security order? Does a person who social security's last two digits 00 need their stimulus check more than a person who has 99?

Posted by: bradnarizona at 05/14/2008 11:25:08 PM

Can someone help me? What qualifies a senior who don't owe enough income tax to qualify for the full rebate? What is the cut off line of owing income tax? I greatly appreciate it.

Posted by: Misty at 05/14/2008 11:48:05 PM

Does anyone know the rules on filing CH13 during 2008 and how that affects the rebate? Also filed injured spouse in 2007 and figure we'll get half the same as our return...

Posted by: rebecca at 05/15/2008 12:04:56 PM

i was talked into putting my tax refund into a debit card...and now i have to wait on a paper check.....not to mention the fees that were taken for using the emerald card. never again!!!!

Posted by: Amanda at 05/15/2008 08:27:35 PM

I completely disagree with how the IRS is giving out the refund checks. I always file early (early Feb.) and because I went through a prep center and had to pay a filing fee, I get a paper check in JULY?!!! I feel like I am being punished just because the last two numbers of my social are in the 88-99 category...

Posted by: SANDY at 05/16/2008 03:49:49 AM

first they say everyone will get a check, but if you owe anything (to the federal government) it gets taken from you, how is that fair?...

Posted by: Marie at 05/16/2008 06:22:33 PM

I'm wondering if I filed for rapid refund do I still have to wait for the check in the mail?

Posted by: CatherineE Jordan at 05/16/2008 07:11:21 PM

I filed as head of household with a minor student as qualifying individual My SSN ends in 02 which would be a first group. The request to ask for it to accompany my return was requested to be added after my return was filed. Does that mean I am ineligible. I am a widowed individual with income under the minimum $75,000 (way under).

Posted by: Victoria at 05/19/2008 02:31:15 PM

Also, If you opted for a refund anticipation loan that was deposited to your account, you will have to wait for a paper check.

I just want to know did others feel the pain I felt when I had my rebate check routed to my VA hospital bill? ...Those of us who had outstanding payments should have gotten a break if it was meant for our good and the good of the nation...

Posted by: Mer at 05/19/2008 11:20:04 PM

I filed my taxes online early (february) and owed a payment, but paid on time. Didn't get mine on the date I was supposed to (May 9). I also prepared and filed my son-in-law's taxes and he got his on the day he was supposed to...both of us filed electronically and did not have fees deducted - we paid with credit card. What's the hold up?

Posted by: thomas at 05/20/2008 11:27:38 AM

good question pam (posted on may 14th)....i too had to pay....no information on when or if we qualify for the rebate

Posted by: Marilyn at 05/20/2008 11:57:22 AM

I had to take a distribution out of my 401(k) in 2007 because of hardship causes. Because of this distribution it pushed my "total" gross income for the year above the single income allowed to receive the stimulus check. I was very disappointed...It should be based on your "wages earned" only without any distribution amounts you receive....

this is nice to be getting extra money

Posted by: Allison at 05/20/2008 06:03:49 PM

Rob, it is so messed up....instead of being able to plan accordingly by the IRS stating that info from the very beginning, I received an email on the day I was to expect my direct deposit. Now I will be receiving a paper check by mid July- thanks George! I could have used that stimulus check on May 16th...

Posted by: hatmantc at 05/23/2008 01:29:03 PM

I have yet to get mine. when i go on to the IRS site it gives "We are sorry. Specific information about your Stimulus Payment is not available" I did my taxes all the way back in Janurary and had them direct deposited. i have tried calling the irs hotline. but all you get is a animated menu that is of no help.

Posted by: melinda at 05/25/2008 06:56:39 PM

...i thought the ones who filed with direct deposit were to recieve theirs first...give us the money

Posted by: justpicky at 05/27/2008 01:10:18 PM

Kay ..is exactly right Exxon will recieve it , well except for mine . I'll save it . For a rainy day . I figure I'll be the last person in USA to recieve mine .... I'll appreciate what I do recieve .

Posted by: doodlebug at 05/29/2008 07:45:20 PM

I got mine May 20th in the mail. Was thankful for it because the governament DID NOT have to give it to me. Filed my taxes on April 15th so that did not hold me up. Last 2 digits are 13.

Posted by: Julian at 05/31/2008 11:59:56 AM

No rebate yet. Without thinking about this particular consequence, I changed banks, closing the account that electronically received my regular annual tax refund. Date for electronic deposits is long past. Checking the "where's my stimulus" IRS tool was no help. They don't know. I hope some intelligence will surface at IRS long enough for them to simply mail my check around my June 20th date for paper checks.

Posted by: Betsy at 06/02/2008 02:16:50 PM

I don't understand the complaints...if we get it in may or in July why are you acting like it's income? your income is what you...depend on not a stimulus check.

Posted by: Mike C at 06/02/2008 06:18:13 PM

Yea they are giving us back money that is ours anyway...this a band-aid. I never thought I would see the # 1 economic power in the world handing money to calm people. What's next, soup lines?!

we have to have some kind of extra money to pay for the gas and natural gas that im sure we have plenty of!!!!!!!

Posted by: Who's the Joker at 06/11/2008 03:32:42 PM

This $300, $600, or $1,200 rebate will never address or help Americans with the real problems: Over charging of gasoline, loss of jobs at an all time high rate , an unneccessary war costing American $999 million plus. These Stimulus checks can only be used to buy a couple of weeks of gasoline and nothing else. So much for stimulating the economic. Who's fooling Who??????

Posted by: Bruce at 06/14/2008 10:54:52 AM

I have to smile when I see those whining because the rebates aren't going to do any good with all thats going on. If it's such an inconvenience, send the damn thing back. Then blame Bush because he didnt send you a million dollars. Wait until next year when the Democrats start controlling your money!!!

Posted by: Omar at 06/14/2008 02:43:19 PM

I appreciate the jesture and yes this check will help with some gas and maybe a bill or two, or for me a vacation and a tatto but it just isn't enough to help the economy with the state it's in now. There needs to be an active change and not just some little quick fix that will fall apart faster than it was fixed.

Great idea. We have a crisis caused by oversupply of money (artificially low interest rates to maintain the semblance of economic growth and a ballooning debt) -- and the solution is to increase the money supply. My check goes straight to Physicians for Social Responsibility.

Posted by: Sissy at 06/25/2008 05:36:23 PM

Bruce...you must already know Obama has his foot in the door. Thanks for the heads up. Big Obama fan!! However, when the Democrats were in office we had an economy and enough money to eat with and buy gas with.
